Summary: Since its inception in 1948, the Republic of Korea has experienced unprecedented economic growth that turned the country into the worlds 13th and Asias 4th largest economy. A far sighted science, technology and innovation policy is credited with sustaining that surge. Much less known however is that Korea has largely shed the remnants of the catch-up paradigm, premised on imitation, and is about to emerge as one of the worlds truly innovative countries. The article traces the evolution of Koreas national innovation system (NIS) over the past four decades, presents its strengths and weaknesses and provides a glimpse on possible future developments. On the whole the paradigm change from imitation to innovation in Koreas national innovation system presents Germany and other highly industrialized countries with numerous opportunities in the areas of science and educational cooperation. |
